inister Chen Deming chaired 46th Executive Meeting of MOFCOM in the morning on January 14, 2011 to deliberate on planning on celebration of the 10th anniversary of China’s accession into WTO and outline of national development planning on medicine distribution industry.

It is noted at the meeting that December 11, 2011 is 10th anniversary of China’s accession into WTO. Since its accession, China has developed trade and economic relations with other countries of the world by actively putting multilateral trading system into practice, made in virtue of tremendous social and economic achievements, and reform and opening-up reached a new level. Currently, China’s opening-up enters into a new historical stage. By making a serious summary of the successful experience in actively participating international competition and cooperation after China’s accession into WTO, it is advantageous to further unify the thinking, raise the awareness, unswervingly push forward the opening-up policy under new circumstances and constantly improve the level of opening-up. The meeting requests that we should systematically propagate China’s strategy of mutual benefits and opening-up, earnestly in fulfilling commitment efforts made in further opening-up, as well as important contributions made to global economic development.

The meeting discussed matters about the national development planning on medicine industry, and believed that the 2011-2015 period was crucial for realizing the objective of deepening the reform of medical and health care system. MOFCOM should conscientiously implement the Party Central Committee’s spirits on the reform of medical and health care system in accordance with the overall requirements of the 12th Five-Year Plan for China's economic and social development and under the guidance of Scientific Outlook on Development. Furthermore, in the basic principles of enhancing the guidance of policies, highlighting the leading role of key enterprises and giving market mechanism into full play, MOFCOM should deepen the reform of systems and mechanisms, accelerate the transformation of development mode, optimize the network pattern, regulate the circulation order of medicines, promote the sustainable and healthy development of the medicine industry and establish a medicine distribution system suited Chinese conditions as to guarantee convenience, lower prices and safety for people in choosing medicines
